Well... he was only a LT. for the whole of the series... you'd think he'd have been made a captain or cheif by now wouldn't you

He preferred being at the sharp end of investigations, asking the questions himself, to supervising others. So he always turned down promotion

As I remember he was a Lieutenent Inspector. Inspectors are higher han detectives and generally only listen to the Chief Inspector and the Chief of Police, assuming theit is a Chief Inspector. Inspectors trump Captains. Captains are usually over beat cops and detectives.

It's only a T.V. series.

It wasn't even reality T.V.

Also, he seemed to prefer modest living (i.e. raggedy old raincoat and broken down automobile), so maybe in reality, he would turn down any promotions being offered.

Then again, he usually caught the bad guy by becoming a pest and dropping by again and again, and one more time when the culprit least expected it.

That's what all investigators should do.

When they smell a rat, they should pursue it.

He never actually worked for the police. He just liked to show up at crime scenes and he was so good at solving crimes the police let him stay. Now if you believe that, I have some ocean front property in Arizona!

that dirty old mac made him always look scruffy and his wife who you never saw wouldn't give it a wash so all in all they left him as the Lt he wouldn't have fitted in with the higher echelon !! oh boy! I'm almost believing it myself

He did not want to get promoted. He would not be able to do what he loved if he moved up the ranks.

You know they always pass over short people on promotions, or could it have been that eye, maybe they thought he was shifty lookin at ya like that?

he was held back cos of 'that eye'. Which is a shame because he WAS verrry good at what he did.
