You could try zuji.com. The is a chain of hotels called "fragrance" listed. There are many of them. We stayed in the Fragrance Emerald. It was SIN$48.00 per night and was nice. It had cable TV and private bath. It is the Kallang area about 2 subway stops from downtown.
