If we don't argue about the definition of love as an abstract concept, we could reformulate this problem to consider all emotions. This will be a generalization if you think love as an emotion; if you don't, then psychology as a science is not going to give you an answer (because this is a psychology section, I try to answer according to it).
People with serious heart conditions, or even those who have had a heart transfer, do not report significant alterations in their emotions or mental behavior in general. So the emotions don't go where your heart goes, if for some reason your heart is transferred to another person. This seems to indicate that emotions do not come from the heart.
On the other hand, people with serious brain injury often experience alterations in their personality as well as in their emotional life. So this seems to indicate that the brain is a significant component when it comes to the capability to experience emotions, including love. However, this does NOT implicate that emotions originate from the brain; we must not exclude a third option (like you do in your question): love may come from somewhere else.
If you start looking for true origins, "the first mover" or the true source of anything, then you are heading over the boundaries of science. As this is the psychology section, I presume you want some sort of a scientific answer, so I would say that definitely the brain is a significant part in the process which results as a feeling of love, and the heart is not (if you forget the fact that the heart is quite essential for the sake of staying alive, and there is no point to debate scientifically about emotions after death).
You could find more interesting (if you think that esoteric is interesting) conversation from the "religion and spirituality" section.

Interesting! I think love comes from the heart but it might also come from both the brain and the heart. No matter where love comes from love is a really great thing.

It is an interesting question. Kinda funny, huh? I mean seriously, i never thought of it before. I'm in love, i feel it in my heart. When my heart breaks, I feel it in my heart. My brain sends the signal and i feel it. Umm... like when you stub a toe or something, the brain sends the signal, then i feel pain in my toe. The pain isn't in my brain, it's in my toe, fps!
1) "I believe the connection to heart is metaphorical since the heart is the life and death organ, attributing deep personal feelings and grief is compared to most important organ, in addition I suspect it may well be connected to ancient thinking which got carried away in languages legends and folk tales that heart is the true brain."
2) "Perhaps because the heart is the most physically vocal organ of the body - maybe only second to other parts where sexual excitement is concerned. Still, when you're sad, your heart feels pursed up. When you're happy, it comes on strongly. When you're scared out of your wits, you have a heart attack. Overall I think that the ancients gave the heart too much credit."
Again, when you're in love or in some cases, heartbroken, your brain sends poetic feelings down to your heart... Aggggh!! This is confusing!!

The brain as everyone else said. Reason why people may think heart is because your heart will beat faster when your brain senses the allusion of love or hate or the anticipation of good sex :)

Neurons from the brain. i read this article that states that even when your heart hurts and you get that feeling by your heart, it is actually information transmitted from your brain. it is all in your brain...the heart is just where our mind believes Love comes from since we see love as this magical experience that some can consider more than a coincidence and something like Fate or magic.

All emotions, thoughts, perceptions, feelings, etc come from the brain. YOU are actually a brain. Your heart is just a muscle that pumps blood.

Hmmm first question, what is love?
For some its a feeling and for others its a its an attitude, others again its a gift from God.
For me it a gift from God and and attitude. Godf allows us to feel love in our spirit and allows us to express love in out lives, so its an attutude too.
So where does love come from? From God and it works out from our mind (brain).
