No, they are very different. Slowing down the growth is just delaying the process by providing an environment which does not enhance its growth just like providing a low tempereture such as refrigerators or freezers. The growth process has started yet cannot progress to its next stage as it usually does.

While preventing bacteria is keeping the environment not suitable for it to grow, so there is no actual growth has started yet.♥

You cannot prevent bacteria. Your human body has about 10 trillion cells, 9 trillion of which are bacteria (or similar microganisms protists etc) 20% of you human body weight is bacteria. From high in the atmosphere to deep in the earth and in the seas there are always bacteris present. Fossils of bacteria have even been found on extraterrestrial meteors. You can slow the growth of microrganisms, for example by reducing the temperature or poisoning them with toxins or radiation.
