Israel Kamakawiwo'ole. It's on his "Facing Future" CD, and the track is "Somewhere Over The Rainbow/What A Wonderful World".

I'm from the northeast, NJ chiefly, however I shouldn't have that dreadful NJ/NY mobster accessory.
