Not really, skin tones are from adaptations to different weather climates; if you get fully burned you won't have any skin at all

I wouldn't say there's a superior skin color but I'd say there's a superior "quality" of skin, i.e., clear, homogenous, smooth, etc. It doesn't matter what color it is.
