It is an organ. There are tubes and blood vessels covered by a spongy, fleshy materials that swells up when the area is stimulated and fills with blood ( blood vessels bring extra blood into the area and the spongy area "grows"). There is no muscle in the penis, men can control moving their penis making it look like they are flexing muscle, but it is the same muscular contraction as when you "squeeze" to stop yourself from going pee, but it is not actually in the penis.
