I have a hill side of hard adobe . It is difficult to dig into. How do i plant ground cover?

The dirt is very hard, I can"t turn the dirt to add amendments.

If this is so hard you can't even break it up with a tiller(there is such a thing-it's called caliche) I would suggest turning it into a rock garden-you may be able to put a few shallow rooted cacti in there. You see this often in the southwest. Or pave it to make a little seating area with a table and chairs.Good luck.
