You need to have completed 90 semester hours of college coursework, and be enrolled full-time in a college/university-or have a bachelor's degree--and have taken and passed the CBEST exam. These are the state's minimum qualifications, and individual school districts may have stricter requirements such as requiring a teaching license.
Once you have passed the CBEST and have completed the 90 semester hours of coursework, go to a school district where you would like to substitute teach. Take proof of passing CBEST and a transcipt showing completion of at least 90 hours to the district office and tell them you would like to be a substitute teacher in their district. They will start the process to get you an emergency substitute credential.

I am a substitute for 16 local elementary daycare facilities in one district in Kern County. I am listed for substitute in Tulare County (Springville, by the Indian Casino in Porterville heading towards Fresno/Visalia etc). With the pre school and daycare too.
However, able to be a substitute for elementary teaching, have to obtain license by taking CBEST exam (there is another exam that I am trying to remember can also take) and clearance/training. Most will require bachelor's degree or enrolled in bachelor program with at least 90 units- A.S in Children's Literature or Child Development teaching field.
Make an appointment with college/university advisors and get a list of departments to contact for your district.
