A personnel manager determines if someone is a checker or a chess piece and directs them toward their specific responsibilities in regard to their part in the company's efforts to do their business.

The HR manager manages aspects of the hiring, firing, and compensation (financial and benefits) for the company and general employee civil health monitoring.

So I guess the personnel manager is like a Coach and the HR manager is like the Doctor, Policeman, Psychologist, Attorney, Parent.
