Multiply it just like any other two numbers, but keep the number of decimal places.
So, 10% of 669.97 is simply multiplying 669.97 by 0.10. Ignore the decimal for now and just multiply them:
669.97

669970
Once you do that, count the number of decimal places in both numbers. You just have two decimal places in 0.10 and you have two decimal places with 669.97, so you have four decimal places. Place the decimal point four places from the right. So your answer is actually 66.9970
Do the same thing with 798.98 times 0.05:
79898
x 5
---------
399490
Again, you have two decimal places with 0.05 and with 798.98, so you apply four decimal places to the final answer to get 39.9490.

Edit: For "Justthisonepost," I don't buy that answer. It took the asker more time to type all that out than to plug it into a calculator. If it was to get out of work, then she's doing a poor job of it. If someone takes the effort to type up a question that only has a couple of steps, then it's probably because she honestly doesn't know the process.

you take the top number the multiplicand and use the bottom number the multiplier
