Planning a shower for my neice?

I want to send her off in the best way ever. She loves Hats. She and my grandmother who is 93 by the way have the hat "wars". My neice is 23 and I would like to have a theme with the ladies wearing hats. Possibly a Tea, but a little more fun than that. Any suggestions? Would it be inappropriate to have the ladies wear the hats and that be a gift to the bride?

A cute idea, but she may end up with a bunch of hats that are just not for her.
