I have a razr.
when I try to to text message someone and it sends the meassege. than like a minute later it says "message could not be sent.
when that happens does it still cost you??

It depends on the carrier, but in most cases no. If yiu are concerned then you could make a note of the date, time, and number you tried to text. When your bill comes call the carrier and let them know yoou need a credit (if they charged you). Most carriers will provide credit in this situation.

I would make sure and keep good records for each text message that doesn't go through and the error code given. (Date/time/error code - message sent to). Then at the end of the month call your phone carrier and make sure you aren't billed for those specific calls.

Another tip is, well my fiance works for a cell phone carrier in their tech support department and he said it's always faster to get through on weekends. Especially on Sunday. For some reason people don't seem to call as much on a weekend. So my suggestion is to call in on a weekend. You'll not only get through faster but also have a less stressed person on the other end of the phone. :)

You are never charged if the message can't be delivered to the message centre - This processing takes less than a minute.

If the message can't be delivered to the recipient from the message centre after several attempts (usually hours to days) say because their phone is off, then you will usually be charged though this depends on the operator. Call then to find out.

In your case you will not have been charged.

It shouldnt, but at the same time it depends on the company you have the service with. Contact them to find out for sure or just wait until you get your bill at the end of the month.

Normally it doesn't cost you because the transaction consider void.
