I'd say run through scales. Also, they make a grip thingy with springs that puts resistance on each finger - one at a time. I'm sure it's available at American Music Supply. check out this link

I have been playing guitar for years and have callouses. The best thing to do is when you fingers start to hurt hold down a chord as hard as you can and slide it around build those callouses as much as you can I use to try to get my fingers to bleed. I would pull and bite the skin off and then play some more. I have heard that Roy Buchana would put super glue on his finger so that he could keep practicing after he tore up his finger from practicing so much. I have done that for my hand when weight lifting so I don't develop callous on my hands.

there's a story about Stevie Ray Vaughn, (if you don't know him , you should; I'm not being rude but I don't know your taste) one if not the Greatest Blues guitarists ever, that he played so hard and so long that during concerts the strings would rip the callouses off his fingers and would hit backstage, after picking them up if he could, and Krazy glue them back on...just keep on play-in...

Just keep on playing, the more you play the better. Then you"ll wonder where the callouses came from.

just keep practicing. Running your fingers hard on the string and pressing down hard. eventually calices will form.

Rock climbing or bouldering. Good callouses from that.
