no it depends if what broadband speed you have and what type. DSL subscribers mostly have the same upload and download max speed. while for ADSL have lower upload than download.

I have cable internet, and the download speed is about 10 to 20 times faster than the upload speed.

Upload speed is usually much slower than Download speed. Check with your ISP for the actual numbers.

Definatly not.
Downloading, is when you "Download" a file(or Packet) off the internet. For example, your are transfering it from the website to your computer, called Downloading.
Uploading, is when you "Upload" a file to the internet. For example, if you are putting a file on a website, you are "Uploading", the faster your upload speed, the faster you can "Upload" to a website.

this depends. if you get roadrunner, standards are 768 kbits/sec (96 kb/sec) download and 256 Kbits/sec (32 kb/s) upload. dsl is usually 256kbits/sec down. the upload speed is like 128 kbits/sec (approx 14 kb/sec). If you notice, Upload is drastically lower than download.
