My daycare is in these apts. So when theres no parking the apt manager lets you park in the hadicap spot to drop off your kid. Everyone does it. I dropped off my girl at 5am. gone for litterally bout 2mins and this tow truck is backing up to my car. I didnt know it was for me. i thought it was a car leaving. So I started to get in my car when i saw him put the bars under my tires an lift the car. He wouldnt let me go till i payed $100 to drop it. is that leagal?!

there was no parking so i stopped in the hadicap for bout 2mins to drop of my girl at the daycare an when i was walking up to my car the tow truck was backing up to my car..i didnt know it was a tow truck so i continued to get in my car..he slid a bar lift under my tires n lifted my car while i was getting in. the apartment manger told me it was fine to stop there to drop my girl off.

It is illegal to tow a car with a person or pet in it.
Who called the towing company?
As for legality, find out who authorized the tow. If he did it on his own he is guilty of attempted auto theft.

yes and you got off lucky.
1. the department manager has no legal right to tell you that you can park in a handicap space, only someone with a permit may park there. And as a handicap person, I call the police anytime I see someone there and when I was a police officer I ticketed every vechile parked in a handicap illegally even when I was off duty.
But once they start the hook up, you are not suppose to interfere with the impound, ( you could get a ticket for trying to get into the car while he is hooking it up.)
And honestly he may not have taken money to let you go, he was suppose to impound and make you get it out of impound and pay the fine and the tow. Most likely he pocketed the 100 dollars and reported you were already gone, but that is just my guess,

I'd say you left out some details. They don't hook them up if you're sitting in them, and they don't wait by your daycare while you go in for '2 minutes'. If it is in the air when you show up, you pay up.
Next time you see everyone else jumping off a cliff, park in a legal spot before you join them.

Nope. it extremely is the devil. The devil made you leave your pot interior the vehicle. The devil made you park your vehicle in a tow away zone and not notice. And the devil will laugh his bum off as your spending your difficult earned money to get your vehicle and your pot back.
