It s usually either an addition to the story or a short summary. Like with Noragami OVA, it s sorta like an addition, but it has almost NOTHING to do with the main story...

i dont know what it means exactly but its an addition, usually it has nothing to do with the plot of the anime, Fma has 4 i think, ones from after the movie...with chibi's!!lol
