People in hospitals generally wear white.
When people are in the hospital and they don't behave, stronger nurses and such must restrain the patient.
If you're very bad, they may transfer you to another ward where they work on your "personality adjustment"....some kind of rehab....If you're a star, you go back every time your career needs attention.....Ms. Smith is in rehab again for alcohol, drug, or anger management.
That's why they say, "Careful, the white coats are coming".

Most men in white coats belong to the nut house
so if you say we will call the men in the white coats most people do not think you are talking about a doctor in a general hospital, but one who come from the nut house(hospital).To put you away.

...I remember singing along to this song on a vinyl record...still remember the words, too! The men in the 'clean white coats' were the asylum strongarms (er, I meant orderlies) and were the nurse's favorite pitbulls in the whacky shacks...these jacketed jocks were called in to subdue unruly/excited/unco-operative patients.

the only time i have ever heard that phrase it was on a movie, and the white coats mean with straight jackets for someone is uncontrollable

In the fifties and sixties and possibly earlier era of involuntary long-term psychiatric hospitalization the men in the white coats were said to be able to forcibly detain and recapture mentally ill people and place them in locked psychiatric wars against their will. I can find no actual proof of this however.
