The Ohio St.-Marshall game from 2004 is the best argument for this.OSU purposely commited a penalty with the clock running to give their kicker a chance to kick the winning FG,and he did. The 10 sec. rule would've given the win to Marshall.

Yes, I like that rule, even if it bit my Steelers in the rear end last week in Atlanta (Memo to Nate Washington: When the QB is going up under center to spike the ball, STAND THE #^^&%^ STILL!!!! But I digress.). I don't like idea of a team benefitting by intentionally breaking the rules, and I feel for the poor guy who simply blows the snap count, but it's not a situation where it would be that easy to determine intent, so unfortunately, he gets thrown under the bus as well...now if only the NCAA could only do something about the incessant fouling at the end of basketball games...like that's going to happen.
