its possible because you save energy for the plant.If you leave buds on, the plant uses energy to produce the seeds.

When your certain they have finished flowering, cut them back 2/3 so they will grow well next season

It sure will. You should also pinch back new growth form spring to July 4th to promote bushiness.( I guess bushiness is a word)
