Vilseck is out in the country, in the German State of Bavaria(Bayern), very beautiful farming, hilly area like New England. I live in the Frankfurt/Darmstadt area and a drive to Vilseck takes me about 3 to 3 and half hours depending on the Autobahn traffic. I know an American there who works for the US Military - I visit him every 2-3 months. Nuernberg is about and hour away, a bit further is Munich. Vilseck is not far from the Czech border and Pilsen a nice little Czech city with good beer. If your brother is with the Military I am sure he can arrange tours for you.
If you would like more pointers, email me as I am familier with that part of Germany along with many of the things that you can do there.

P.S. Your best bet flight wise into Germany would be the Frankfurt Airport.

Nuernberg (Nuremberg, I guess that's how it's called in English).
Beautiful city, impressing fortress overlooking the city, great shopping district, great party district, its own Airport, train station.
I should know, I am there almost every weekend. It's an hour away from Vilseck by car or train. Vilseck is a cow town, trust me, I live there. My husband was stationed here and retired.
Go visit and have fun in Germany.

Are you referring to as far as which is the closet city to fly to? If so that Frankfurt will be your choice. There's a train station right in the airport that you can ask a counter agent for a train ticket to Vilseck. Or even easier, there are self service kiosks that you can get a variety of options on how to get there using the train system. And it's you can even use it English!

Munich is the coolest city in all of Germany.. Very cultural, so close to Italy it has a lot of Italian culture there also, great Italian food. Close to Ludwig's castle at Neuschwanstein, Ludwig's castle on lake Chiemsee, the Deutsches Museum (Museum in Munich) which has literally a submarine inside it, trains, airplanes, antique cars, a coal mine, it's unbelievable. Beautiful English Gardens, there is so much to do and see... Plus the incomparable Oktoberfest, one of the biggest parties in the world!

Nürnberg ...good choice because you can go to garmisch aswell. don't miss that place if you are in this Area
