In a stealth maneuver, President Bush has signed into law a provision which, according to Senator Patrick Leahy (D-Vermont), will actually encourage the President to declare federal martial law (1). It does so by revising the Insurrection Act, a set of laws that limits the President's ability to deploy troops within the United States. The Insurrection Act (10 U.S.C.331 -335) has historically, along with the Posse Comitatus Act (18 U.S.C.1385), helped to enforce strict prohibitions on military involvement in domestic law enforcement. With one cloaked swipe of his pen, Bush is seeking to undo those prohibitions.

Public Law 109-364, or the "John Warner Defense Authorization Act of 2007" (H.R.5122) (2), which was signed by the commander in chief on October 17th, 2006, in a private Oval Office ceremony, allows the President to declare a "public emergency" and station troops anywhere in America and take control of state-based National Guard units without the consent of the governor or local authorities, in order to "suppress public disorder."

Conspiracy theories concerning the imminent takeover of the country by the President is a tired old trope that Liberals have been bandying about for years. I first heard it myself back when Nixon was being elected for his 2nd term, and people on the fringe of Leftist politics trot it out just about every time a Republican gains the Presidency.

The details are startling similar. There is a virtually unknown bill or other legislation that was signed into law, something that seems harmless but has a secret clause where our freedoms can be stolen just as soon as the conditions are right. And, of course, the President is pulling strings behind the scenes to make sure that these conditions arrive on cue so we can all be marched off to the gulags.

30 years later and it hasn't happened yet, and it sounds even crazier and even more divorced from reality every time the cycle is repeated. But that isn't what I want to ask the fellow who actually thought he was being clever by posting this question.

What I want to know is: How in the world can the Liberals hope to win if their own elected officials are so stupid that they let this latest legislation pass without doing something about it? How can you possibly expect your politicians to do their jobs if the Republicans are so much more savvy, so much more organized, and they have so much more ability than the Democrats? Why are you clinging to a bunch of second rate losers?

If the Dems in Congress can't even recognize their own doom when they are voting on it, then they deserve to lose.

bush is a jackass i would expect no less from a insecure idiot who only got into office by a dirty campaign and his fathers money

ps. he got into princeton with a c - averge and was a cheerleader that counted as his PE class even though it was a community cheerleading class. just goes to show u only need money to become a political leader and that is why bush is an incompetent horrible leader

Heh- Martial Law is about the only way the Republicans could hope to delay getting their sorry butts swept out of Congress, unfrotunately their bumbling propagander-in-chief still gets a couple more years.

They've really screwed things up, now there'll be hell to pay....
