Spice is nice, but it doesn't require additional partners. Anything other than the two of them is adultery, make no mistake.
Why would she give him permission, given that the risk of STD infection is extremely high? why would she give him permission considering that they can spice it up at home?
Consider this.... I have been married for a total of 13 years, and not once have I suggested spicing it up this way. Nor will I.

Usually not always when a marriage gets outside the box sexual it usually spells its downfall. I have a friend that was part of a group sex between a married couple and the wife left her hubbie for him. It is boundaries that help keep marriages together. If her husband wants to be with other people the bond cannot be too strong and I would question the validity of their relationship.
Advise her to put her foot down. If she stays in the marriage she must know that he is willing to be faithful. Open relationships are not really relationships but more so friends with benefits. These usually are not close and nor lasting relationships.
Just remember a well place word can do wonders for your friend.

Sounds like the first step towards divorce. How many couples do you know that actually get closer or "spice up their sex life" in these situations? Who the hell can be ok seeing their partner have sex with someone else? Ok, nevermind I don't want to know. And no this does not fit the Bible version of marriage. Tell her to rent some porn, and see a marriage counselor.

WELL as you say they have only been wed for 3 years, BUT i thought getting married was for the reason of the couple being faithful to each other, they are NOT being faithful if they have other sexual partners, even if they both know about it, after only 3 years there sex life should be spiced enough, BUT there must be something wrong if her hubby wants to have sex with other people, I would get rid of him, he is the problem,

DON'T DO IT!!!!! It is adultery. Because if you have sex outside of your marrige it's adultery, and God hates Adultery. God created sex to be between a husband and wife, not a man and another mans wife. They may not think it's cheating but it is.
There are other ways that they can spice things up that don't involve having sex with others than each other.
Just don't do it, it may seem great as a fantasy, I know from expirience, that after trying it, it only left me wanting more, and it never satisfied me.

I don't have much (any, actually) experience with those types of places, but it always seems to me that people say they're ok with it and then regret it afterwards. I think it takes a special kind of mentality not to be perturbed by those types of places.
So, I'd suggest against it. It DOES seem like 3 years is too soon to be trying something as "drastic" as that, but that's just my biased opinion. However, I think 99% of the time places like that only lead to MORE stress in a marriage rather than less.
(Again, this is just my opinion- I have no facts to back any of this up).

Any intimate realtionship outside of the marraige is adultery. Also inviting others to have sex with ones spouse is just adking for trouble. I do not care what they say, somewhere down the line someone's feelings are going to get in the way and that's where the trouble starts. Short answer it's a bad idea

This is not a good idea and will end in divorce! Once they go out and do this the wife will always think that the husband enjoyed the other women more than her and it will be nothing but chaos!!! She should leave him now!!! He's already thinking about other woman after 3 yrs...and he doesn't care about his wife sleeping with other men nothing is sacred to him! It's time to move on and move out and find someone else someone better... the guys probably a loser anyway!!!

as long as they both consented its ok. but the thing is that i believe your friend started having sex a little too early to really apreciate the beauty of sex and love later on in life. there has also been studies saying that sex at an early age may cause some symptoms but i can't remember rite now so maybe you should look into it.
