Depends on the size of the jelly beans and their packing density.

Do you mean the small ones, like gourment Jelly Belly, the medium sized ones, or the huge ones?

If you have a sample of the jelly beans, put them in a measuring cup and make a level layer for perhaps an ounce or two (tap the cup on the table gently to try to maximize packing). Count the jelly beans and then use that information as a conversion factor to estimate how many are in a gallon.

For example, let's say (i.e. I'm just making up numbers) you
had 25 jelly beans in 2 ounces (that's 2 ounces of volume, not weight)

(25 jelly beans / 2 ounces) * (128 ounces / gallon) = 1600 jelly beans / gallon

The suggestion below about using water is also good, but I suspect you wouldn't achieve as great a packing density with that method because the water will introduce a slight viscous effect to retard their motion. Nevertheless, it may not be that significant for the desired result.

You need a sample of the jelly beans, even a small package, a six ounce box perhaps?

Get a measuring cup from the kitchen. Fill it with , say, exactly a half cup of water. Dump in the jelly beans. Read the measuring cup. What volume of water was displaced? Count how many jelly beans are there. Divide the water displacement into one gallon by volume. Multiply this answer by the jelly bean count and you have figured how many beans will fit into the jar, approximately..... there will be a deviation depending upon the geometric arrangement relative to the two containers.
