-I just got a good laugh from you saying your mini ninja had a weed eater motor LOL
-That engine doesn't have a "reed valve" in the conventual sense as a motorcycle has a reed block with valves.
-Where the carb bolts to the engine, there is a metal flap that blocks the carb's ventury.
-When the piston is on the intake stroke, the vacuum created pulls the flap open like a doggie door. Just make sure that the flap seals when in the closed position (and make sure it's in the right direction - it opens in, towards the engine).
-The most common mystery problems with this kind of motor is -
Carb jets are clogged
Fouled spark plug
Bad gas
-Drain the gas tank dry - get some brand new fresh gas from a gas station (don't use what you have lying around your garage) - and mix up a new batch of premix.
-Change the spark plug
-Check the carb
-With the spark plug out and no gas in the tank, crank the motor over to blow any junk out of the cylinder.
-Install the plug, add gas and fire away.

Another problem usually blamed on the carb are bad crankshaft seals,allowing air to enter at the crankshaft.Hard or no start,if running will never run right and will run lean.
