I do not know,.. Most people are going to say " It's in America ONLY",.. but not really.
What happens is alot of countries have different names but similar. And most countries do not have " Trick or Treat" which most people don't communicate is Beggers Night to the people from other countries,.. and most people do not explain to the people of other countries that Halloween and Trick or Treat do not tend to happen the same day,.. there is alot of confusion. Basically Americans have taught people from other countries that Halloween is,... and a Description of Beggers Night.
So in some ways, some countries do have things like Halloween. And if you check out you calender the week after Halloween has some special days... but Being Americans we can not appreciate them by those words,.. so Halloween is kinda a Celabration connected to those as well,.. even if we forget.
This is just a Giant Mess of things. So while "Halloween" may not be Celabrated in Italy, they may have something similar and recognize one of the Holidays that happen after the 31st. Like isn't All Saints Day after Halloween,.. within a Week after? If that is Universal then they likely have something happen then and try to Party right before that date (which might be October 31st) for contrast.
Added: I looked up All Saints Day and yes it does happen right after Halloween.

WARNING!! Halloween is an evil holiday in which people try to cover up by handing out candy to little kids, but many teenagers go around destroying things, and many cults and witchcraft celebrate this day, so this day should not be supported in any way whatsoever, Halloween should be removed from people's calendars and condemned! Friends of Satan do not need to be assisted by recognizing their holiday! It is EVIL! Don't be a friend of Satan!

Halloween as we know it is an American Holiday. It was brought to the New World by the Scotts and the Irish.
