No it is not (in most cases)
Shirt pulling can only be given a red card if its in the penalty box or the last defender pulls the shirt.Also during a free kick or a corner kick,shirt pulling can b booked.
But Ive very rarely seen anybody being sent off for this offense.

Yes, I got a yellow card last year for tackling from behind. I didn't hurt her, I just got really pissed, and I took her down and won the ball. I almost got one other times, for hard play and mouthing of to the ref! ~Oh and If I were you, I would've done the same thing. It sucks being the last defender. But seriously for a shirt pull? It must have been bad because that seems way harsh!

I was watching my team play yesterday... the opposition handed them a win on a silver platter and they still managed to lose.... Anyways, during the match our striker had his shirt pulled deliberately in the 18 yard box, so blatantly obvious that the defender knew before the referee had even approached him that he was getting a yellow card and had conceded a penalty. One of the dumbest things I've ever seen!!! Again getting to the point, if the player is the absolute last player in defence and it is a clear cut scoring opportunity then the referee may consider sending the player off.

It really depends on how you pull the player down. If you pull so hard on his shirt that he comes falling down hard, you might get a yellow. But normally, no.

if it's ONLY shirt pulling, yellow card max. you might not even get a booking.
