I rent the rug doctor with the upholstery attachments. I use the rug doctor brand upholstery soap and add ammonia. I set up my ironing board and cover it with several layers of old towels. Then I take each fabric vertical blind off one at a time, place it on the covered ironing board then clean it and hang it back up. I clean both sides. It's time consuming (I have 172 panels to clean) but works well and doesn't cost what a dry cleaner charges.

I take mine off the track, put them in the bathtub and spray with windex or a other mild cleaning solution, be sure to sray evenly or fill the tub with water and let them soak for about 30 minutes then rinse them off. . Windex works great on cooking fumes that settle on everything.I use it on the walls too!

You know what, seriously just get new blinds from Home Depot (the vinyl ones are inexpensive), you can get them cut to your measurements for free. Blinds are such a pain in the a$$ to clean, it's just not worth it.
