I thought the same at first but watch closer when the camera pulls back from the final shot of Jigsaw. You can see him start smiling.
As for those making references to Saw 3, it's not a prequel, and Jigsaw is definitely in it. The officially released plot summary indicates that Jigsaw is near death at the start of Saw 3.
