you don't need to write zeroes to reinstall XP.
Just boot from the XP CD and follow the onscreen instructions.
It will give you the option to format and install.

the only way to do what you want for sure is with norton's ghost 2003 or later then you repartision and format from there and no data from the past will be on the hard drive! but it is not required unless you want to wipe the hard drive of all information that was deleted but it is still there to people who know how to get it. like people that know a lot about computers and the police too .

Goto HD manufacturers website and download the diagnostic utility. Most HD mfg's (Maxtor, WD) have a write to zeros option.
You don't have to do that, you can just delete the partition in XP setup and start fresh. your call

Some Hard Drives come with a Disk to format,.. some computers come with a Disk to Fomat but they install some things that "come with the computer"
