Excellent question!
You see, the initial investment for being a politician may be high but the long term benefits more than make up for it. Take our president George W. Bush for example. He may have spent millions of dollars campaigning for the presidency; however, look at the position of power he is in. He has the ability to create and veto laws that affect our every day lives. He has contacts in the heads of every government in every country and gets to decide the future of our economic relations with those countries through diplomacy.
While he may only make a menial salary of roughly $250K per year, he also receives perks such as all expense paid travel (1st class Air Force 1 and luxury accomodations), all expenses paid living (Whitehouse, Camp David, Etc.), extremely important contacts at all of the major US Companies (Ex. Ken Lay, Dick Cheney former Halliburton, Etc.) and most importantly the retirement benefits.
You see, Senators and the president receive thier salary for the rest of thier lives after serving only one term. They also receive the finest healthcare in the world, all on the tax payers dollar.
The biggest benefit of politics are the contacts that the politicians make.Once you become a Senator or the president, every company and lobbying group in the entire US will be in your pocket and will be throwing "Contributions" to you from every which way. And while most politicians end up paying the brunt of thier campaigning costs (usually the losing ones), the most likely campaign elects will have much of thier costs covered by contributions. Also, while accepting bribes is supposedly 'illegal,' they are very common among most politicians and happen everyday.
So remember, while it may cost millions to enter into an elected office, most prominantly the Senate and the Presidency, the benefits will last a lifetime!

it depends on what you consider lousy. I just heard a news report the other day that described members of congress as making over 150k a year. They also get an amazing sort of protection and safety net. Most of they money they use to get elected does not come out of their own pocket but from donors. It is actually a good job for a lot of people - particularly people who need adulation from the masses ;)

They have the best retirement package. Have contacts with individuals that can increase their networth. Spend their time in office going from 1 party to another. Be totally unaccountable based on how the law/bills are written. Finally it is some one else's millions of dollars they are spending to get elected.

Some actually want to try to contribute to society and think they are capable of making a positive impact. There are really "good" office holders out there who work hard, research the legislation and don't pander. They may be in the minority, but they exist.
Keep in mind that many who hold federal office take a pay cut to serve and are glad to do it.

Once they leave office they still earn the same yearly pay and benefits. Who wouldn't want that?
