based on this definition.....is an importer a distributor? (canadian vs US grammar related?)

Based on quoted language, technically an importer or retailer would not be considered a distributor.

Here's how my interpretation plays out:

A distributor is a person who sells xyz for the purpose of resale or use.

A distributor is not a manufacturer, an importer or a retailer.

A distributor does not sell xyz for personal use.

I agree that it is poorly drafted; "other than a manufacturer" should come after "retailer" because importers and retailers are in fact distributors.

In english, a distributor is anyone who sells something but didn't make it.

Delete this part of the sentence, "other than a manufacturer" and it reads,

"A distributor is a person, an importer or a retailer, who sells a xyz for the purpose of resale or use, other than for personal use"

You can gather this information from the sentence..and determine if an importer is a distributer

A distributer is an importer who sells xyz for the purpose of...
A distributer is a retailer who sells xyz for the purpose of...

I'd answer yes according to the way it's written

No problem here.

A distributor is not:
1. A manufacturer
2. An importer
3. A retailer

A distributor sells for the purpose of resale or use (not personal because that will make them retailers) possibly industrial or commercial.
