I read a review of it about ten years ago, and I was intrigued by the concept and reminded of it now that Heroes is so popular. In the plot (I think it's set in San Francisco, but not sure), super-power mutations are becoming more common, so it follows a couple of cops assigned to bringing in the ones that get into trouble or commit crimes. Any help is appreciated.

First two answers were of no value. Someone would have had to have the book or have read the book to be helpful. You can't search for a book by plot!

There was a series of novels put out a while ago (late 1980s/early 90s) called WILDCARDS - about people who develop mutant abilities - rather like the X-men today.

I rather enjoyed these books but noone else seems to have heard of or read them.

Found them on wikipedia.

The Pellinor sequence through Allison Croggon e book a million: The Naming/The present (the american version had a diverse call) e book 2: The Riddle e book 3: The Crow e book 4: The making a song It has form of a similar form because the inheritance cycle (yet properly written!) in that theres a number of magic in touch and its use calls for the person to apply "the speech" that's an historic language very resembling the elvin language used contained in the inheritance cycle. also, the important characters are Bards + Mages (so song is a huge topic) on a quest to damage an evil form and restoration stability and the important personality is kinda like "the fortold one". fairly classic epic fable sequence yet very precise written in my opinion. My all time well-liked sequence of fable novels :) that's the blurb for the first e book: "Maerad is a slave in a determined and unforgiving settlement, taken there as a newborn even as her kinfolk is destroyed in warfare. She doesn’t yet understand she has inherited a efficient present, one which marks her as a member of the noble college of Pellinor and helps her to work out the international as no different can. that's in hardship-free words even as she is discovered through Cadvan, between the finished Bards of Lirigon, that her authentic id and remarkable destiny spread. Now, she and her mysterious instructor ought to embark on a treacherous, uncertain journey through a time and position the position the forces of darkness wield an otherworldly terror."

Good luck! I wish I could find many books that I once read when I was a teen. But I can't remember the titles or authors. It really bites.
