I would be careful with the black eyeliner there! Really dark eyeliner on the bottom and top can look a little frightening sometimes. If you want to look dramatic, go ahead! Use eyeliner on top and bottom and a few coats of mascara.
For everyday use, I usually use mascara on both my top and bottom lashes, and then I use some eyeliner on the very edge of my lower eyelid, just so there's a bit of a shadow look.
I think as long as you don't apply excessive amounts of eyeliner you can get away with using both and a mascara. Just make sure that from a distance you don't look like a racoon

personally I don't wear eyeliner and I only put mascara on the top lashes since I have naturally dark circles under my eyes putting mascara on top and bottom makes them look A LOT worse. Try it out and seem what people say looks best.

If you want your eyes to stand out, but eyeliner on both top and bottom, same with the mascara...

black eyeliner on top, mascara on the top and bottom if you want your eyes to look full put as suggested if you want your eyes to look small then put eyeliner on top and bottom and same with mascara

I have naturally long lashes, so I don't use mascara at all, but if you have thin/short lashes i think it looks good on both.As for the eyeliner, i'd just use it on the bottom, in my oppinion, liner on the top just looks creepy(on MOST people)

Top, outer part of the eye up to the iris or so. Bottom tear line. And a coat of mascara.
If you really wanna do it up, get a crazy bright color eyeshadow (like, a shimmery peacock blue) and apply it to the bottom near the liner with a thin slanted brush. Real hot

I would say dont over do it and just do it on the bottom- bottom's easier anyway. Mascara on both. Try it all and see what your friends and people and you like most on you.

I took a make-up class from a professional make-up artist and she explained to us that if your going to wear black eyeliner, wear it ONLY on the top and not on the bottom.
She said that the only people who can really pull of wearing black eyeliner on the bottom are the people who have big eyes.
why? because if you don't have big eyes and you wear black eyeliner on the bottom, it'll make your eyes look much much smaller than they actually are. unless that's the kind of look your going for.
as far as mascara, she recommended that we wear it only on the top. wear it on the bottom if you want your eyes to appear smaller.
but if you want your eyes to pop out, put WHITE eyeliner ONLY on the bottom.
but wear what you think looks best on you. I'm just telling you what i was told by someone who knows.

if you want your eyes to pop, put black eyeliner on the top and hlaf on the bottom from the outside in.
mascara: i think top, unless ur botton lashes a long. then both.
