I need to present a recommendation to a physicans board for approval. I'm not sure how to make this approach.

Everything in business is based on profit, cost and risk
Board: you have 3 options, I recommend that you consider
Option 1 costs 250,000
Option 2, the risk is small, if you want to spend 250,000 it will alleviate a risk that probably wont happen
Option 3, spenmd nothing but budget to hire someone to clean up ther mess if it ever happens

1) State the recommendation
2) List the benefits of implementing it
3) List the costs, and where you expect the revenue to
come from
4) Re-iterate the recommendation because the benefits justify the costs.

Simply state what the recommendation is, how it will work, what benefits or improvements it can make, and point out every positive way it can affect everybody, and efficiency if applicable.
