it may be true or false, depending on the values of x and y. For example it is true for x = 1, y = 12. But it is false for x = 1, y = 3

First you have to know the value of either x or y. If x is 2, and y is 20, it would be false.

But if x is 2 and y is 21, it would be true.

So, the equation is open!
