Dress as a frying pan - this way you'll appear inconspicuous beside the egg!
Seriously though, if you disagree with this guy's policies and want your voice heard, throwing an egg is not going to do that. He might get eggy, but he won't hear your message! There are far more effective ways to get heard - write to your local authority, write a letter to your local newspaper...write HIM a letter and make your point directly to him.
Lets' face it, wearing a disguise and throwing an egg is a bit of a cowardly way to make your point. What's more, throwing the egg might tell him you disagree with some aspect of his policies, but it doesn't tell him which policies they are, why you think they are wrong, or what you think he should be doing.

Depends on the size of the egg. If you're only throwing the one egg, the bigger the better, so I would disguise myself as an ostrich. You need to ensure the whole disguise is factually correct to ensure you don't raise any suspiscion... There are a few places that raise ostriches, they might be able to get you an egg at short notice.
Also, are you planning to throw fresh or rotten egg? You need to think these things through to ensure maximum effect.

or failing that a post box. Hide it in before everyone arrives, then when the dignitary comes along, fire the egg at him with a catapult through the letter box. Then everyone Will run around looking for you while you wait where no one will look till the heat dies down.

Get a wig and a set of those glasses with the built-on plastic nose and moustache. Be sure to let that egg rot for a week or so ahead of time, out of the 'fridge and getting to smell real ripe!

If you feel the need for a public display of your concerns regarding his policies then it seems to me you want the pulicity.
If you do not want the publicity then an intelligent article in your local paper or an open letter seems more appropriate.

you're going about it very much in the wrong way and if you want to throw an egg at someone known, you could end up in trouble, even if it seems a trivial thing to do. not nice to do to anyone and it wont help your cause.

Disguise your self as 1 of the people usually around him! Secretary's, associates or even security guards! This was you will more or less blend in with them! Good luck!

If you need to wear a disguise then a chicken would be appropriate as most people associate it with cowardliness .
