something sweet and milky... put a tablespoon of suger into a cup of cold milk.... mix it up
sip on it slowly.

Milk will do it.
Water intensifies it, bread helps some.
Milk coats the mouth and leaves a film that seems to block the burn.

pepper is oil based so water does not work. tea will cut the oil and cola will also. beer as the other man said will do well also.
