It depends if you are building a web application (like database applications in a browser) or just a web site. If it's a web site I highly recommend Visual Studio 2005 (which is a software from Microsoft that would create an ASP.NET 2.0 web site) or you may want a WYSIWYG (What You See Is What You Get) tool like Macromedia Dreamweaver. If it's an web application I think the tool or language you use is secondary to being able to properly architect and construct the application, so would have a much steeper learning curve.

You should make sure that your company’s website is constructed in the best possible way. An organization with a clear legal requirement for Web accessibility might still need a solid cost/benefit analysis to get management to commit sufficient resources for an effective Web accessibility program.
Some commercial organizations might be more responsive to a social responsibility argument than to a standard cost/benefit analysis when committing to Web accessibility.

Start simple:
I started with Teach Yourself PHP in 24 Hours. Then moved on to "PHP In Practice" by Eli White.
You'll end up making VERY useful programs out the gate. The best way to learn is to have an idea and see what components you need to know in order to get it working. A lot of times people read but can't make connections. I'm a firm believer in doing and reading at the same time.
Oh, also PHP and MySQL are free. Can't beat that. :D
