snap-on has some really good kits i work for my dad at a wreaker company that he owns and he gets all his tools from snapon for like 100 bucks you can get a kit that can preatty much unlock any car all you need is a air bag that you pump you put it in the door jam a pump it it makes the door open from the top and then you stick this long metal rod in and hit the door unlock switch this comes in the kit

Unless you are a licensed locksmith or tow service provider, it is illegal just about everywhere to own one. If you want it that bad try one of those army surplus stores or soldier mags.
