ok i have good compression. im changing the gas with fresh fuel. if the reed valve is stuck open does that mean i need to tear the motor apart to fix it??

Replace the reed valves and call me in the morning. You can replace them w/o tearing the motor apart, just the intake!

The reed valve is not inside the motor it is right behind the carburator right next to the head. It is a little plastic thing. Pull it out and see if it is stuck. It will either be stuck or wide open. You know you are getting fuel if the spark plug is wet. Probably too much which means the reed valve is open and you need a new reed valve.
Did you check the exhaust. That is a MAJOR thing in a two stroke.

-Always give year, make, engine size annd model # when asking question.
-2 strokes come with many different features. A solution on one model may not be aplicatable on another.
Reed valve - rotary valve
Points & condensor - CDI (capaciter discharge ignition).
Cable opperated throttle slide - CV (constant velocity) carb.
Pre-mix fuel - oil pump
Single cylinder - multi-cylinder
Air cooled - water cooled
-I could go on, but I think you get the point. Model info is important.
-A 2 stroke engine can give a false reading when doing a compression test. To check the top end condition without disassembly - Remove the exhaust pipe and look in the exhaust port with a mirror and flashlight.
-If you see any scoring of the piston and cylinder wall, or any discoloration below the rings (a sign of blowby past worn rings), then you should rebulid the top end.

If it was sitting for a long time you may have to clean out the needles in the carb , Have you tried to put a little gas in the carb
or take out the spark plug and pour A tiny bit of gas in the motor and try to push or kick start it . Maybe try another fresh spark plug

If you get it to run for a few seconds then it dies, you may just need to clean the carb.
Do not tear the motor apart untill you yopu need to try everything first
I have even used another bike and rider and a tow rope to get one started

a shot of ether to get it started might be the way to go
