Why do they need to be plugged into you headlight wires? i don`t get it. More info? What car, what year, what is it doing or not doing?

Why do you want to plug your windshield washers in to your parking light wires. You only want your windshield washers to work when your light are on ??????? Duh Parking light wires go up to your front parking lights and rear parking lights and to your light switch.
