Your best bet is an organization such as frenchculture.org, listed below, or look into universities in the US with French exchange programs with the Quebec Uni's (or even French ones). I've added a link to Plattsburg State U in New York (albeit it is not really "great lakes") - and a google search on "Quebec Universities Exchange Programs" will bring up an extensive list of US based Uni's with exchange programs with Quebec and France.

most of the colleges should especially around the great lakes because canada is so close. community colleges are usually a good bet to have most languages.
