You know every once in a while you hear the annoying beeping sound then after like 40 seconds it says 'this has been a test of the national emergency system' or something close to that. What is that for exactly? For things like natural disasters or things like invasion?

It is a product of the cold war, it was to warn of nuclear attack.

Yes. It is often used to alert the public of imminent weather conditions such as sighted tornadoes in this part of the country. I may be wrong but as a kid in the 70's I remember hearing that it was for nuclear attacks. That seems silly as we had nowhere to hide. The warning system today has the capability of being used by anyone who has broadcast authorization including local authorities, state and federal officials.

can be used for any major disaster, was orginally created in case of atomic missles were about to hit us, we would be able to run to the nearest fall out shelter.

Now we can just know about 20 minutes before we die that we are going to die

Yes - storm warnings, 'Amber Alerts', etc. Every so often they test it to make sure it's working.
