Usually the speed of the starting up is affected by the amount of files present in the drive where your operating system is on. For example, if the windows is on drive C:, this drive should be as empty as possible, nothing but the windows should be on it. Also sometimes the cache files or the temporary internet files are too many and can slow the computer. To delete them, open the internet browser, choose "Tools" from the menu bar, select "Internet Options", in the "Temporary Internet files" area, click on the "Delete Files" button. You can adjust the space limit for the temporary internet files storage by choosing "Tools" from the menu bar, select "Internet Options", in the "Temporary Internet files" area, click on the "Settings" button, then "adjust the amount of disk space to use". If that doesn't work, then you might need an anti-spyware or anti-adware. I cant recommend any specific one so choose whatever you want!

In IE go to "Tools" on the uppermost menu bar. Select "Internet Options", on the "General" tab, tic on the "Delete Cookies" button, "Delete Files" button, and on the "Clear History" button. After you do all that, run AVG Antivirus, Spy-bot Search & Destroy, Windows Defender, and Ad-Aware (all freeware). Then do a "Defrag". This should speed things up for you again.

It may be that you have too many files and you can delete the ones you don't need. Do a disk cleanup from My Computer. How much RAM do you have? This may be another reason or your processor speed.
