Yes, they should. Our hearing has a limit before it can get damaged by continuous loud noise.

It's only noise if you do not like the music.

Surely you meant volume limit. Many outdoor venues that lie in or near residential areas already have volume level requirements and the promoter must pay a fine if the volume exceeds that level.

Anyone who is sensitive to very loud sound should be prepared to use some sort of hearing protection (such as earplugs) to ensure they can enjoy the music without discomfort.

depends on what type of music it is. Rock and Metal can get pretty loud. I know some people who have gone deaf in one or both of their ears from concerts, or their hearing was affected negatively.

I think they should. I have plenty of friends who just loved to go to concerts when they were younger. They have hearing aids now.

no way! the consumer chooses to attend the concert or not, so he or she should know what to expect. some people enjoy loud music and feeling the excitement of high decibels and whatnot, others want it softer. if i was going to see coldplay i wouldn't need earmuffs, but to metallica i might expect a bit of a thrash. so basically one should be able to see it coming.
