From personal experience, by talking with absolute strangers. When you talk with a stranger, the risk factor decreases. If you make a complete fool of yourself, it won't matter because they probably will never see you again. The next important step is smile at people and look them in the eye. A bit harder to do for a shy person, but it makes you appear confident, open and friendly. No one will judge you harshly for being friendly. Once you're confident smiling and looking at people, try safe topics of conversations. Ask someone how their day went or what they watched on tv last night. When they mention a detail, ask more about that. Keep the focus on them and away from contreversial subjects. After talking about them for a little, throw in what you did last weekend or yesterday afternoon. Voila! You're having a conversation with someone you don't know AND getting to know the person.

I was like this my whole life, until a year or two ago. I then decided to change for myself. First, I had to work on my self-esteem and self-worth. Once I worked on those for quite awhile thru hard work, reading self-help books on it, etc, I was able to come out of my shell and start being more outgoing. I still have times that I am a bit shy, but then I remember who I am and I come out of it. I had/have to make myself come out of that shell. No one else is going to do it for me.
What helped me a LOT was a book I highly recommend. It is called Stand Up, Speak Out, Talk Back. It helps with the self-esteem and self-worth, as well as personal boundaries with yourself and with others. It really changed my life. And as with any self-help book, you need to do the work in them or the book won't do any good.
Take your time, work on yourself, build up your courage by building up your self-esteem and self-worth, believe in yourself, remember who you are on the inside, etc. It really works, but it does take time. Good luck!
