can it stop the performance of my car from starting and how

if it stops working then your car will stop starting.

You are stating that the problem is the starter. You are certain of this? When you get into the car, does the dome light turn-on? Do your headlights work? Not knowing your specific car makes it a little harder to figure out, but assuming the battery power is good, if you turn on the ignition and go to start it and nothing happens, it is likely a bad starter, or the solenoid to the starter is bad. Some older cars have issues where the starter motor pinion doesn't properly disengage from the flywheel and can get stuck. On the solenoid, sometimes the return spring doesn't work correctly and no power ends-up getting to the starter motor, so it basically acts like a dead starter when in fact the solenoid is the culprit.

Harder to do on newer cars, but on older cars you can connect power directly from the battery to the starter motor and see if it turns-over. If it does, then it's likely the solenoid or the electrical wire going to it.

Probably worth checking all of your fuses as well to ensure nothing is blown. If any of the fusible links under the hood are blown, then you have a bigger problem with a short somewhere and should take the car to get looked at.

Yes, however frist make sure you have a good charged and clean battery. The post and cable ends must be clean. If you turn on your headlighta and they are bright, the battery is not the problem.Then after cleaning the battery cable ends you can charge it or try jump starting your car. Let us know how it go`s.
