I'd suggest an Internet writers' forum. There are too many to mention (just put "Writers Forum" into Google and you'll get dozens of sites to choose from) but you'll get honest and sympathetic feedback from people who care about what you're trying to do because they're all writers looking for feedback, too.

Your question is a little vague. You have short stories you want included in a published collection? Most short stories are solicited by the editor of the collection. Some times they are reprinted from literary magazines.

A good resource if you're just starting out is a book you can find at most bookstores and online: Writers Market
