I don't think there are any witches. If there were then I don't think they would were pointy hats unless they were in style.

witches are mythological creatures they wear what we imagine they wear ....the people who practice witchcraft do not usually wear the hat because it's part of the Americanized idea of witchcraft although some do I'm Sure just to get into character and have fun with their hobby/religion/belief

some times
and when I ask she does....
some times it is a fun thing for her to wear that pointed hat..
and sometimes she scares the daylights out of me when she wears that pointed hat....
but no it is not mandatory to wear one...
